This site was constructed on the former site of the Blue Mesa Observatory on Magdalena Peak that was owned and operated by New Mexico State University. The University conveyed 30 acres of their property by quit claim deed to the U.S. Government (Federal Aviation Administration), which tore down the observatory building and built the new ARSR-4 surveillance radar site.
